Renting from abroad without getting scammed
Most rentals are arranged privately or through licensed agents, with listings on portals like Bazaraki and Spitogatos and in Facebook groups. Facebook listings in particular are a common scam vector — the classic being a below-market flat whose "owner" wants a deposit before you can view it.
Confirm the person actually owns the property
The authoritative record is the Department of Lands and Surveys. An official search certificate shows the registered owner and any encumbrances. In practice you obtain it through an independent lawyer rather than directly.
Confirm the agent is licensed
The Real Estate Agents Registration Council keeps the official register at ktimatomesites.com — over 600 licensed agents. The Council has publicly warned of a surge in fake-agent fraud, with hundreds of criminal cases filed since 2023.
Never pay before you have viewed and signed
Do not pay a deposit before viewing in person (or via a genuinely verified representative) and signing a contract. Use traceable bank transfers, never untraceable cash, and always get receipts.
Deposits, leases and tenant rights
- Deposit
- Standard is one to two months' rent; two has become common in tight markets like Limassol and Larnaca. Cyprus has no statutory deposit-protection scheme, so photograph everything at move-in and move-out. Deductions are lawful only for unpaid rent, damage beyond normal wear, or contractually assigned charges — disputes go to the District Court.
- Agency commission
- Typically one month's rent, and in practice usually paid by the landlord, not the tenant. Confirm which it is before you sign.
- Lease term
- Usually a fixed 12-month term, which can roll into an open-ended arrangement if you stay on. A lease is binding once both parties sign.
- Stamp duty
- Cyprus abolished stamp duty from 1 January 2026, so leases signed from 2026 no longer need stamping. (This is not confirmed against the primary gazette — treat the date as needing confirmation.)
Tenant rights. A landlord cannot evict you simply to sell, or because their circumstances changed, as long as you honour the contract. Changing the locks, cutting utilities, entering without permission and harassment are all prohibited. The landlord handles structural and systems repairs; you handle minor maintenance.
City by city
- Limassol
- The priciest by a clear margin — the business, finance and expat hub, with coastal high-rises and a marina district. Also where rents rose most sharply through 2022–2025.
- Nicosia
- The capital, inland with no coast. Administrative and university city, generally cheaper, more everyday-Cypriot in feel.
- Larnaca
- The main international airport, growing fast, and the most affordable of the coastal cities.
- Paphos
- A large expat and retiree community, strongly British, tourism-oriented, lower prices and more space per euro.
- Famagusta area (Ayia Napa / Paralimni)
- Resort-driven, with a thin long-term rental market and seasonal pricing — the hardest place to find and price a year-round home.

Every published rent figure for Cyprus should be read as directional: there is no official rent index, and asking-price surveys, crowd-sourced data and registration-body estimates disagree by 30–60% for the same flat.
Buying property, step by step
Reservation agreement and fee
A reservation fee — commonly quoted around €5,000–€10,000, value-dependent — takes the property off the market while your lawyer does due diligence.
Independent legal due diligence
Your lawyer searches the Land Registry to confirm the seller's ownership and any mortgages or encumbrances. Since late 2023 the seller must provide a search certificate no more than five working days old before the contract is signed.
Contract of sale and deposit
A further deposit is paid — commonly around 10% for a resale, 20–30% for a new build.
Deposit the contract at the Land Registry
Your lawyer files the sale contract with the Department of Lands and Surveys, typically within about 60 days. This "specific performance" filing protects your rights until the title deed transfers.
Title deed transfer
On final payment, the deed is registered in your name — legal completion.
Purchase taxes and fees
Transfer fees are progressive, charged on the value not subject to VAT:

VAT on property. Standard 19% on a new build's first sale; resales are generally VAT-exempt. A reduced 5% applies to a first primary residence, subject to all of: the 5% covering the first 130 m² of buildable area; total buildable area not exceeding 190 m²; transaction value up to €350,000 for the 5%; and total transaction value not exceeding €475,000. Breach either overall cap and 19% applies to the whole purchase. The buyer must be a natural person using it as their main permanent residence in Cyprus, and must keep it as such for 10 years — sell or rent it out sooner and you repay the 5%–19% difference pro rata.
The title-deed problem worth understanding before you buy
This is the Cyprus-specific risk that catches foreign buyers, and it is why the legal due diligence above deserves real attention.
The classic scenario: a developer mortgaged the land to a bank to finance construction, then failed to discharge that mortgage — sometimes using buyers' money elsewhere, sometimes going bankrupt. Buyers who had paid in full and were living in the home still could not obtain a separate title deed, because the bank's mortgage ranked ahead of their sale contract, leaving them exposed to foreclosure over the developer's debt. Many of those affected were foreign buyers.
The legislation has moved repeatedly: a 2015 law issued thousands of deeds, a June 2024 Court of Appeal ruling struck down key provisions as unconstitutional, and in 2025 Parliament passed a new framework (Law 110(I)/2025) that some commentators say still leaves execution risk. The practical takeaway is stable regardless of the legislative churn: check for existing developer mortgages before buying, especially on older developments, and file the specific-performance contract promptly.
What is included in the rent
Usually not included, and paid by you: electricity, water, internet, and typically the running cost of heating and air-conditioning. Rent is normally a base figure excluding these.
Communal charges — shared-area cleaning, lift maintenance, common electricity, building insurance, sometimes pool and garden — are legally the owner's obligation, but many leases shift them to the tenant. The contract wording decides, so get it in writing. Municipal charges of roughly €200–€600 a year are generally the owner's.
