Who is entitled to GESY
GESY (the General Healthcare System, also written GHS) is Cyprus's universal system. Entitlement follows lawful residence, not nationality — but the residence status you hold determines when you are in.
Once you are a registered resident — that is, once you hold your yellow slip (MEU1) — you are entitled and register as a beneficiary. Employees, the self-employed and pensioners all contribute at the rates below.
UK nationals may qualify through an S1 form, which is worth asking about if you are drawing a UK state pension.
You are entitled once you hold a qualifying residence permit and can show habitual residence — for example as an employee under a valid permit, or as a permanent resident.

What it costs and what it covers
GESY is funded by contributions on income, confirmed current:

Coverage includes a personal doctor (GP), specialists by GP referral, inpatient and hospital care, outpatient care, prescription medicines, lab tests and allied health. Dental is limited — secondary sources describe a basic preventive check-up only, with restorative and orthodontic work private; the exact dental basket is not officially confirmed.
Co-payments are small and, per secondary sources, capped annually — GP visits free, a referred specialist visit around €6, a prescription item around €1, with an annual co-payment cap around €150 (lower for under-21s and low-income). Treat these amounts as indicative; they are not confirmed on an official page.
You register on the GESY beneficiary portal, then enrol and choose a personal doctor. You will need your ID or Alien Registration Card.
Private insurance: when it is mandatory
Private health insurance is not just an upgrade — for several residence permits it is a condition of being granted the permit at all. The pink slip, the Digital Nomad Visa and the Regulation 6(2) route all require proof of private cover at application, precisely because they do not put you into GESY.
Policies for permit compliance typically need to include inpatient cover, emergency treatment, repatriation of remains, at least a year's validity, and an insurer registered in Cyprus.
Finding an English- or Russian-speaking doctor
English is standard across Cypriot private medicine, so you are unlikely to hit a language barrier at a private clinic. Russian is common in Limassol and Paphos, which have the largest Russian-speaking communities. There are named Russian- and English-speaking private centres in those cities, and doctor-finder services — but none is listed here as an endorsement, since this directory does not verify providers.
Pregnancy and birth
Antenatal care is available under GESY — your GP confirms the pregnancy and refers you to an obstetrician or midwife, with free public antenatal classes — or privately, often through private insurance. Note that some private maternity cover only begins after about 12 months on the policy, so plan ahead if you expect to give birth privately. The maternity allowance itself is a social insurance benefit, separate from GESY medical cover.
